[PLUG] Indian language support for Windows 2000 / XP (Urgent)

Hi,

We have a software in Marathi language. When I install
it on windows machine, it does not render the marathi
matter.

In order to do this, I went to "Control Panel >
Regional and Language Option". Here I opted for Hindi
as locale and took support for Indic languages. After
that windows asked me to insert windows CD. Once, I
inserted the windows CD, it installed few files from
the CD and asked me to reboot the system. I rebooted
the system and now if I start marathi software, it
renders marathi font properly.

So, I am convinced that windows provides support for
indian languages.

But there an issue here. If we distribute our software
in the CD. So, every person who is going to install
our software must have windows CD with him. Its
practically difficult to expect windows CD from every
user.

My question is that, is there any open source
script/program available that if I run on windows, it
will enable Indian language support without
requirement of windows CD?
