Linux distributions have matured to a point where you can just
"upgrade" from one release to the other (unless you are changing your
distribution) without the need of a reformat. Look at Ubuntu. I don't
know if that is the case with Fedora.

Packages also can just be 'updated'. You no longer need to "clean" the
disk. Making partitions just locks up space into partitions.

Again, with a dual boot machine, you can easily copy your home backup
into the Windows partition if you so need.
