I continued to follow up patiently for close to 40 days by now.

Withstood further comic replies like "ip addresses are not supposed to be
used by customer. They are for technical people".

Finally took it to nodal officer and later to the appellate authority with
a copy to the ceo.

Result : A call and later a mail from appellate authority saying "Please
click on the link below to do the renewal."

Just don't know where to bang the head now.

It's a question of vendor neutrality of web access. An ISP can't block
access to a website which is otherwise publicly accessible. These guys
don't seem to intend to block it. It is perhaps just a routing table
problem somewhere en route. But they don't seem to even think of it as an
issue.

Wonder whether TRAI provides any escalation point for such issues.
